3. Adoption of Minutes of last AGM

Minutes were agreed. They have already been circulated to the Residents.

4. Chairman’s Report

New Road Signs have been installed this year. No other updates.

5. Treasurer’s Report

Kate presented her report which is attached. We now have £62,200. In the past year we have opened up a High Interest account at Metro Bank which gives us 2.8% interest and a second instant access interest account. Andrei had suggested that we might look at higher interest accounts. Kate explained the criteria for being able to invest in higher interest accounts. Kate requested that if anyone in our community has access to software that allows for iXBRL tagging of accounts for submission of corporation tax returns to let her know.

6. Setting of Annual Fee

 Next year’s fees are not going to be changed as we are not quorate and hence cannot pass the change. Remains at £80 per household.

7. Chislehurst Society

A reminder that they are keen to have members. Cost is £10 per year and for that you get some concessions at the shops and a quarterly magazine and events. https://chislehurst-society.org.uk/

8. Website

Encouraged people to use it and look at updates   https://leesonsfields.co.uk/.  Nick has asked if anyone has old stories and photos, then please send to him to add to the website. The website also has information about the Residents Association

9. Data Protection and ICO

We have registered with the Information Commissioner’s Office and have created a Privacy Notice which is on our Website. This is because we hold data ie names addresses email and telephone contacts for our Neighbours.

10. Re Election of Officers and Road Stewards

All those present have agreed to continue, Celia offered to help Bill if he would like it. We did not elect new members as we are not quorate.

11. Condition of roads

We have had a review by Royce G. He feels that the Road Condition is satisfactory.

12. Roads Update and News

We have new neighbours at 9 Sunnyfield;28 Sunnyfield; 40 Highfield; 47 Highfield and 51a Highfield   Sunnyfield and. We welcome them all and hope to get their email addresses. This will enable us to communicate information about the AGM to them.

13. Neighbourhood Watch

We have had some shed break-ins, an attempted theft of a motor vehicle and theft from motor vehicles. Overall crime in our streets remains low in comparison to other areas of Chislehurst. The report is attached.

14. Any other business

Elle and Gurjit hope to arrange a Social Street Gathering on Sunday July 6th 2025. It will be on Highfield Road outside of number 32. All are welcome to join us that afternoon. Please bring contributions of food, drinks and activities.

TREASURER STATEMENT 2025

This was my first year as Treasurer. My thanks to Carmel D who diligently audited the accounts this year.

In the year ending 28 February 2025:

• We received road fund contributions of £6,473.20 which represents about 87% of the amount due.
• The majority of the outstanding amounts relate to the normal non-payers.
• We received income of £300 from supplying information to solicitors when houses were sold in the year. The forms have got quite intensive and charging is in line with other management companies.
• We have invested £50,000 in a One Year Bond at Metro Bank at 2.48%. and  £10,000 in an access savings account with a 0.85% interest rate. This has given interest in the year of £453.
• Our major expenditure in the year was £1,026 on the new road signs.
• Balance is now £62,200. 

The bond expires in October 2025 and I invited anyone who wanted to look into savings accounts/bonds for reinvestment to get in touch. The criteria for any account would be:

• Eligibility: we are an unincorporated association – would the bank accept us through KYC procedures and allow us to have the account. Do we have sufficient funds to invest?
• Guarantee of principal amount.
• Liquidity: A term of 1-2 years only. Or longer if penalties for withdraw are minimal.

The association now has taxable income in the form of interest and may have to complete corporation tax returns going forward. The additional costs of preparing full accounts and filing a tax return needs to be weighed against the income we receive. Tax would be at a rate of 19%.

It is proposed to keep the road fund contribution the same for 2025/26 but will likely to have small increases over the next few years.

I have produced Statement of Accounts for any houses that have outstanding contributions from prior years. These are to be given annually to any houses that have outstanding amounts and given to solicitors at the time of sale.

An annual contribution request will be sent out to each house by the end of May.
